About me

I am an Associate Professor of Administrative Law and Vice-Dean at the University of Zagreb Faculty of Law, specialising in EU public procurement remedies, concessions, and administrative procedures. My research focuses on enforcement mechanisms under the EU Remedies Directive and the evolving rules on access of third-country economic operators to the EU public procurement market, exploring the intersection between procurement law, trade policy, and international agreements.
As Croatia’s national correspondent for the European Procurement and Public-Private Partnership Law Review, I connect national developments with EU-wide debates on procurement law and market access. My publications in Public Procurement Law Review, EPPPL, and other peer-reviewed journals address legal and policy challenges in public procurement, with a particular emphasis on remedies research — including standing, review procedures, interim measures, and damages — as well as broader questions of market openness and protectionism.
I am the author of several books on public procurement and EU cohesion policy, and my forthcoming 2026 book with Edward Elgar Publishing will examine third-country market access to the EU procurement system in depth, combining legal, policy, and competition perspectives. I also contribute extensively to edited volumes, authoring numerous chapters in international collections that bring together leading voices in procurement, administrative, and EU law.
In addition to academic work, I advise both contracting authorities and economic operators on all aspects of EU procurement law — including remedies issues, compliance with procedural rules, and strategic market access considerations.
I regularly speak at international conferences, contributing to debates on remedies, market access, and public procurement issues, and I teach and supervise doctoral research in these fields.
