‘Principles? What principles?-Third-country economic operators and public procurement principles after Kolin and Qingdao’ – new paper on SSRN
As part of my continuing research into third-country economic operator participation in EU public procurement procedures in the aftermath of the Kolin (C-652/22) and the Qingdao (C-266/22) judgments of the CJEU, I have just published a preprint of my new paper on SSRN. The paper deals with the consequences of the Kolin and Qingdao judgments and the recent Commission Q&A (available here) on the application of EU and national public procurement principles to the treatment of third-country economic operators.
