Collected Papers of Zagreb Law Faculty ‘Public Procurement – A New Way Forward 2025’ Special Issue is out!

Conferences are great, but papers are better! I’m very happy and proud to post about this – the first public procurement law special issue (in English!) of one of the best (I’d say – the best, but then you’d say I’m biased) law journals in South-Eastern Europe!

The papers you can read here were written by some of our speakers from the ‘Public Procurement – A New Way Forward 2025′ Conference. The themes covered are of exceptional significance now – as the Commission’s Public Procurement Act proposal is out: why is a Regulation a better legislative instrument than a Directive, how to transform the digital aspect of procurement , and what to do with socially responsible criteria. One paper even addresses one of the key issues of the (hopefully) incoming revision of the Remedies Directive – expanding of locus standi to civil society.

The thanks goes to our authors: Pedro Telles, Petra Ferk, Bojana Todorović, and Eva Ružić for their contributions to the Conference and for these brilliant papers. I’m equally grateful to our reviewers, Faculty Management and the Zagreb Collected Papers – and especially to Tomislav Karlović and the executive editors for their dedication in getting this issue to publication!

The Issue is out just in time for our 2026 Conference – looking forward to saying the same in October 2027!
